Background and Context

The Home Office published its proposals for embedding contestability in the provision of prison and probation services in August 2006 in a document entitled 'Improving Prison and Probation Services: Public Value Partnerships', available at: http://noms.homeoffice.gov.uk/news-publications-events/publications/strategy/impr_prison_probat_partnerships

The publication of this document was followed in September 2006 by the issuing of Probation Circular (PC) 33/2006 'The Development of Sub-Contracting Plans'.

This document set out the actions required by Probation Areas to meet the requirement in the Public Value Partnerships document through the production of sub-contracting plans.
